Water burial
Sea burial is governed federally by the EPA under the Marine Protection, Research, and Sanctuaries Act. EPA guidance requires that any burial at sea — whole body or cremated remains — take place at least 3 nautical miles from shore. Only readily decomposable materials may be placed in the water: biodegradable urns are permitted, but plastic flowers, silk wreaths, and metal medallions are not. The person conducting the burial must notify the EPA within 30 days using the agency's Burial at Sea Reporting Tool.

Many U.S. national parks allow scattering of cremated remains with a free permit obtained in advance from the park superintendent, subject to conditions: away from developed areas, water sources, and trails; ashes dispersed rather than mounded; no memorial marker. Shipping cremated remains and TSA travel
If the ceremony is not near where cremation took place, you may need to ship or fly with the remains. In the United States, cremated remains can only be shipped through USPS using Priority Mail Express; UPS and FedEx do not accept cremated remains. The package must be marked with USPS Label 139 ("Cremated Remains") on all sides and inside, and double-boxed with a sift-proof inner container.
TSA allows cremated remains in carry-on baggage, but the container must be X-rayable. Religious and cultural considerations
Faith tradition shapes what is permitted and what is meaningful.
Roman Catholic teaching. The Catholic Church permits cremation but places specific limits on what may be done with the remains. The Vatican's 2016 instruction Ad resurgendum cum Christo states that "the ashes of the faithful must be laid to rest in a sacred place, that is, in a cemetery or, in certain cases, in a church or an area which has been set aside for this purpose". The instruction disallows scattering, dividing ashes among family members, keeping them at home indefinitely, or preserving them in jewelry or memorial trees. A Catholic ceremony with a biodegradable urn buried in a cemetery is fully permitted; scattering-based options generally are not.
